I think nostream and strfry devs should be asked - they have more context w/ paid relays etc. I personally don't think a special type is necessary - paid relays have to parse the json anyways to get the pubkey, so whitelisting kind:1984 should be trivial and not add any costs. DDOS should be solved w/ cloudflare, and fake abuse requests are an open question that everyone will have to face, not just paid relays.
